PEP Awarded USCG Office of International Affairs Contract

In August 2020, Performance Excellence Partners (PEP) was selected to provide the United States Coast Guard (USCG) Directorate of International Affairs and Foreign Policy Advisor (DCO-I) with technical support, training implementation, and other services.

DCO-I coordinates all aspects of USCG involvement in all global maritime security force training and organizational development related activities and is responsible for advising, informing and assisting the Commandant on strategies, foreign policy matters, and the general impact of USCG programs and operations on U.S. international affairs.

PEP, with partner Harkcon, Inc., will assist the Coast Guard Office of International Affairs, Security Cooperation Division (DCO-I-2) with international maritime security force development and international maritime workforce development capabilities focusing on the comprehensive security sector assistance (SSA) partner nations of The Kingdom of Saudi Arabia and Malaysia. Support will include management and integration services, training, analytical support, policy research and development, performance interventions, change management, strategic communications support, and reporting the results of training needs and manpower requirements analyses.

PEP, a management consulting firm with 20 years of service to federal clients, has established itself as a trusted partner at a number of federal agencies. Harkcon, Inc. has been supporting the Coast Guard’s work with the Kingdom of Saudi Arabia since September 2013.

PEP’s 79 prime Federal contracts include complex, multi-task projects supporting key national priorities. PEP has served the Department of Homeland Security, Office of Cyber Security and Communications; the U.S. Department of Energy (DOE), Strategic Petroleum Reserve; and the DOE, Office of Nuclear Energy to name a few. PEP was named DOE’s 2013 Woman-Owned Small Business of the Year. In addition to this contract, PEP was recently awarded two contracts with the U.S. Department of Labor (DOL) Office of Job Corps and one to implement the DOL’s HIRE Vets Medallion Program.

This contract was awarded through Pool 2 of the HCaTS Small Business vehicle, a streamlined, strategically sourced contract vehicle that allows government agencies to procure customized human capital management and training services. In 2019, PEP was awarded contracts for human capital work with the U.S. Department of Justice and the National Science Foundation through this vehicle. PEP, as an HCaTS SB Pool 2 contractor, has been vetted by GSA and endorsed as a highly capable, best-in-class service provider.
