PEP Awarded DOL/ETA/BPA for Technical Assistance and Education/Outreach Services

PEP was selected by the U.S. Department of Labor, Employment and Training Administration (DOL/ETA) as one of five Blanket Purchase Agreement for Technical Assistance (TA) and Education/Outreach Services (BPA) awardees.

ETA administers the Workforce Innovation and Opportunity Act (WIOA) of 2014 and supports the publicly-funded workforce system. ETA services include training, policy guidance, technical assistance for managers and practitioners within the public workforce system, and services to support workforce system customers, such as job seekers and employers.

BPA contractors will assist ETA in using new, innovative, and/or improved evidence-based techniques to develop and deliver high-quality technical assistance to ETA grantees and workforce system operators. BPA services will include technical assistance, training, and communication for workforce investment activities.

PEP has supported DOL/ETA and the workforce system since 1999, establishing itself as a trusted partner in both the public and private sectors. Workforce development TA services, delivered through 144 contracts, including 53 prime DOL contracts, have:

Increased capacity of workforce development grantees through targeted training, coaching, and high-quality TA products.
Expanded grantee knowledge of available resources.
Increased grantee performance reporting capabilities and understanding of the reporting system.
Maximized the effectiveness of, and participant satisfaction with, conferences and round tables by effectively coordinating logistics.
Improved collaboration across federal agencies.
PEP’s TA approach – integrated into the planning, management, and delivery of all TA –guarantees that services are targeted to meet the needs of TA recipients, the DOL/ETA Program Offices, and other workforce system stakeholders and partners, resulting in better outcomes for job seekers and businesses.

PEP welcomes this opportunity to work with partners Mathematica Policy Research and High Impact Partners in competing for task orders and providing essential services to the front-line members of the workforce system as they help Americans find jobs, gain skills, and embark on careers.

Other Federal agencies served by PEP include the Department of Energy’s (DOE’s) Office of Nuclear Energy (NE) and Strategic Petroleum Reserve (SPR); Department of Homeland Security (DHS), Office of Cyber Security and Communications; and the Department of Health and Human Services, Office of Family Assistance (HHS/OFA).
