OASIS SB is a designated Best-in-Class solution. Developed in response to the government’s need for a government-wide acquisition vehicle that provides a streamlined solution for federal agencies, it reduces duplication of contracting efforts and provides agencies with comprehensive, integrated professional services contract options. The OASIS SB IDIQ contract:
- Provides a single solution for complex requirements.
- Supports multiple technical areas of expertise, mission spaces, and professional service disciplines.
- Allows for contract type flexibility (hybrids and cost-reimbursement) at the task order level.
- Allows for ancillary support components at the task order level.
- Has no program ceiling, a five-year base and one five-year option a benefit to long-term planning for complex program requirements.

GSA’s goal in creating OASIS SB is to provide a total solution to agencies’ requirements while maximizing opportunities for small businesses. OASIS Small Business is a 100 percent Small Business Set-Aside contract (FAR 19.502) with the ability to do Socio-Economic Set-Asides (FAR 19.8 thru FAR 19.15) at the task order level. OASIS has already become the solution of choice for many government agencies. The U.S. Air Force and the Department of Homeland Security were early adopters. There is now 2,700+ OASIS Delegation of Procurement Authority (DPA) holders and 9,500+ contracts office staff trained to use OASIS in most federal agencies.
